I have a dedicated SoundBlaster Z card using the latest available Windows 10 certified driver. The sample rate is and always has been set to 48 kHz. This seems to be an issue with the XAudio2_7.dll sound library and only for this game as I have been playing literally dozens of other games without issue recently, including Call of Duty: WW2, Forza Motorsport 7, Super Lucky's Tale, Middle-earth: Shadow of War, Star Wars: Battlefront 2, Destiny 2, etc.

There is a old thing that Windows did for you called 8.3 Naming Convention. I believe Microsoft might have changed some Disk Policies with the latest Win10 updates, which could break a lot of older games. A few others have been able to get the game to work by moving the game to a different drive, normally from a secondary drive to their main system drive.
